Gregg Burcham

As the Executive Director of Technology for Liberty Hill ISD, my top priority is providing innovative, reliable, and secure technology systems that support teaching, learning, and operational excellence across our district.

Our team is dedicated to building a technology environment that empowers students and staff to succeed in a rapidly evolving digital world. From maintaining network infrastructure and device management to enhancing cybersecurity and supporting classroom technology, we are here to ensure that every user has the tools they need to thrive.

Technology plays a critical role in education, and we take that responsibility seriously. We collaborate closely with educators, administrators, students, and families to implement solutions that are both forward-thinking and user-friendly.

Additional Resources

  • Liberty Hill ISD follows all applicable federal and state laws to ensure the safety, privacy, and protection of our students in digital and educational environments. These regulations include:

    • The Family Educational Rights and Privacy Act (FERPA) is a federal law that protects personally identifiable information (PII) from students’ education records from unauthorized disclosure.
    • The Children’s Online Privacy Protection Act (COPPA) is a federal law that places parents in control over what information is collected from their young children online. It imposes rules for websites and online resources to protect children under age 13 while accounting for the dynamic nature of the internet.
    • The Children’s Internet Protection Act (CIPA) is a federal law that requires libraries and school districts to put safety measures in place for student protection while they use the internet. It requires monitoring of online activity as well as educating minors about appropriate online behavior, including cyber-bullying awareness and response.
    • The Securing Children Online through Parental Empowerment Act (SCOPE) is a state law that protects students from excessive data collection or materials that are considered harmful to minors. The district considers parents as partners in cybersecurity and online safety.
  • Are student Chromebooks filtered at school and at home?

    • Yes. All district-issued Chromebooks are equipped with content filtering software that is active both on campus and off. While these filters are designed to block inappropriate or harmful content, it’s important to understand that no system is 100% effective. The internet evolves rapidly, and filtering tools may not always keep pace.
    • That’s why Liberty Hill ISD also prioritizes digital citizenship and internet safety education. In today’s connected world, students must learn not only how to navigate digital spaces effectively, but also how to do so responsibly and safely. Teaching these skills is an essential part of our mission.

Who decides what content is filtered?

    • As required by the Children’s Internet Protection Act (CIPA), school districts that receive federal E-rate funding must block access to content that is obscene, child pornography, or harmful to minors. Learn more about CIPA here: FCC CIPA Guide.
    • In Liberty Hill ISD, sites submitted for review are evaluated based on instructional value, age appropriateness, and potential for misuse. Our goal is to maintain a safe and effective learning environment while still allowing access to valuable educational resources.

What happens if a student accesses an inappropriate site?

    • Instances of inappropriate internet use are addressed in accordance with the Liberty Hill ISD Student Code of Conduct. Depending on the situation, progressive discipline may be applied. However, we also view these moments as opportunities for learning. Our goal is to help students grow into responsible digital citizens who use technology ethically, effectively, and productively.
